So if you have an Nvidia card do the following:
1. Open up Nvidia Control Panel
2. Click Manage 3D Settings
3. Click on program settings and find ut2004.exe (if it doesn't show up just manually add it by clicking add)
4. Change the following settings:
Extension Limit - Turn this ON
Multi-display/Mixed-GPU acceleration - set this to Single Display Performance Mode
Threaded Optimization - turn this OFF
5. Apply
6. ?????
7. PROFIT!!!
