If anyone has or can download nifscope and understands its basic functions I can tell you how to fix the problem.
Open nifscope you are going to alter 4 meshes. You will follow the same procedure for all meshes.
In Nifscope click the load button and navigate to Steam/SteamApps/Common/Fallout new vegas/Data/Meshes/Weapons/1handpistol do not worry about any
meshes with a _world attached to it. Rhino is the reg gun no scope rhinom1nvs is with nightvision scope rhinom1rd is with red dot scope and rhinos is with regular scope.
open any of the above since all will follow the same procedure
in nifscope click the cylinder of the gun you will know you clicked it when the block list window of nifscope highlights Nistrips ##snCylinder:0[12]
look to the block details window at bottom see Translation Vector3 X... Y... Z... double click the X, Y, Z field change the Y value to ( -0.8000 ) ##
I had mistakenly made this value positive before ##
Go back to the Block List window click on NiNode ##snCylinder[7] go to block details window change the Y value to ( 0.8300 )
Back to Block list click arrow to expand NiNode ##snCasings[8] highlight NiTristrips ##snCasings:0[9] in the block details change x value to ( -3.5600 Y= -1.4900 Z= 0.3000 )
In Block List expand NiNode ##SpeedLoader[10] change the Y value in Block details of BOTH ##SpeedLoader:0[11] to ( -0.8900 ) if done correctly the clylinder casing and
speedloader should drop down alittle in the view window but should line up with each other as if loading bullets into the cylinder. see image here of final look after procedure
above you may not see the textures in yours but thats ok

Again dont bother the files with _world attached.
This works for me and should not be any reason why it wont for you if you have done what I said above correctly.
This is just a temp fix until the author can fix his own and reupload his files at least for now you can play with the weapon the way it should be played with.
